Yup, I was right, Tiger Tactical makes some vests that are pretty close to the issued vest, but they wouldn't be putting on details like the pen and maglight pockets on the mag pouches, or the Resi' attachment points on the bottom.
Anywho, the vest is the real deal, http://www.army.forces.gc.ca/Chief_L...ab/2/271_e.asp Whoever sold it to you saying it was TT either didn't know what they had, or they just feel that the TV's are crap. Keep in mind, NSN's are the signifier of any issued kit.
