Yes a rigger's belt will hold up a drop leg just fine - I own the TAG Rigger's belt and it's nice stuff.

The belt will do just fine if you use it as a pants belt, as long as your loops are big enough. Quite comfortable too, no worry about it digging it, you more have to worry about the holster digging in. But it's quite stiff and will support most drop leg weights.

I have a Flyye blastbelt and it's pretty good, not sure if thats the kind of belt you mean though.
