If its military grade, used by the military, or military worthy, chances are you won't get it from the US through regular sources unless you have an import permit. I do beleive its a way for certain departments to make money so they can pay their electric bills since they don't know how to turn off the f*ck*ng light (anyone that visited US government buildings know what im talking about
