( I completly screwed up the 1944 date, conscripts were called up in 1943 from '15-'24, in '44 a younger age group was called up)
Well, the way they did it as of December 19, 1942 (not 1941 that I know of -sorry my mistake), was they would draft you for alleged "labor" service using the department of labor as a drafting agent, and you were offered a choice of service:

- Auxilliary Wehrmacht
- Order Police
- Waffen SS Legion
- War Labor

Afterwards the draftees were forced to sign that they had joined the chosen service voluntarily. If you chose none of them, you got to visit a concentration camp. This is why I find the word Freiwillig ironic.
