The DMR is the rifle used by the Designated Marksman, which is mid way between a rifleman and a full sniper. The DM's purpose is to be able to provide accurate fire while still functioning as a rifleman within the squad (including the ability to lay down automatic fire in some cases).

The SPR (Mk.12 rifle) is the designation for a specific weapon (or series of weapons, actually). It's also more than just a few mods, being purpose built from the ground up using high end precision parts: more specifically, while chambered to 5.56x45 the Mk.12 doesn't use the standard M855 round but rather a specially developed round, the Mk.262. The Mk.262 features a heavier (77 gr) HPBT bullet, and the SPR's barrel is designed specifically to take advantage of this round. Using a standard M855 ball round in an SPR would seriously affect performance.

Two other weapons of this type are the Marine Corps' Squad Advanced Marksman Rifle (SAM-R) and it's US Army counterpart, the Squad Designated Marksman Rifle (SDM-R). These are closer to being "modded" rifles, as they're rebuilt "in house" by Quantico Armoury and the Army Marksmanship Unit, respectively, using higher end parts for improved accuracy.

The SPR is used by USSOCOM.
