I read the refunding procedure link...
In short, if the officer decides that there has been damage, they MIGHT refund you the duty you paid, and UP to 85% of their estimated cost of the damaged items.
Thing is, they probably have a price list for thing they have to refund, and an other one to estimate how much we have to pay duty....
Again, it's up to 85%, so if they cut a 1" opening in a tact vest, they might refund you 5$ because they consider it can be repaired for that amount...
