Actually, after consulting with the CBSA Prohibited Items Unit in Toronto last week, mock silencers are not restricted.

The reason a silencer is restricted is that it muffles the sound of a firearm. A mock silencer doesnt do this, there for it isnt a silencer.

Atleast according to the CBSA.
