My M14 is running 395ish right now, floating between 393-397 very consistantly and it is quite the sweet spot to run this rifle at. I was originally shooting for a fps of 420-430, but after playing with it running just under 400fps, I was very pleased with the performance.
I was able to get some very choice distance shots, as well as switch over to full auto when it was needed. I would suggest you think of the M14 not as a sniper rifle, but more something to be used in the "designated marksman" role.
