If you think nobody will ever try to fill a hicap with a loading rod, I have news for you. Never underestimate what folks can do, because I've seen it happen.
If your hicap unwinds completely after a few shots, there's probably something broken or jammed in it.
If you've never wound it until the mechanism starts to skip, then do it.
If it still does not work, take it to a game, ask anyone who has experience to look at it. There's only so much help anyone can give online without seeing the problem.
