Yes, I agree. The rules section has become very congested. It will be cleaned up and a slightly more efficient system implemented moving forward. Dont see it as a negative to Ops Center, see it as an idea, that if tweaked a bit based on feedback like this, will be a huge asset once we work with it.
I can see that working, each host being able to soft load in their rule sets, each game, and having it database'd. Give permission for your rules to be used by any host, or keep them solely to yourself, like ones that are field specific.
The plan was always for the host to have to go through, and manually pick the rules that apply. I never liked the "choose-all" feature, as you will get a broad set of rules, that may not apply to your game.
It will be worked on, and re organized for the better, very soon.
