Considering most barrels are made of metals significantly harder than aluminum, I don't think anyone has anything to worry about when it comes to scuffing the interior of the barrel with the cleaning rod itself. And like it was mentioned, when the parts of the cleaning rod are properly screwed together, the rod is seamless. It's impossible to damage your barrel that way.

If you have a coated barrel (not very common, and only available as after-market), you're more likely to damage it by the edge of the eyelet attachment scratching the coating than the side of the rod touching the barrel wall.

So this shrink tubing the rod connections, while a cool idea, is overkill, not necessary, and serves absolutely no real purpose.
