There was a write up a while ago that took a look at various FPS and distances to relate them to chances of hitting/missing due to your target "seeing" and moving out of the way. Worked in brain processing time and physical reaction time.

Long and short of it is...at across the big room distances, FPS really doesn't matter. Certainly 20-30fps isn't going to matter.

Outdoors at mid AEG range...yup, starts to matter. At long range...an increase in FPS has less of an effect than at mid range...'cause of distance and the fact that are regular games the shots are still not going very fast.
