What is the power source you are using?
This charger (though it's not on ASP website) is 50W max. That means that at 9.9v, the charger will max at 5A. To work properly, the charger would then need a 70W power source that can maintain at least 50W with a voltage above 11.9v, preferably 13v.
You can get low voltage warning from a too weak PSU or from a too discharged battery.
