Quite often with NEW WE M4s there is way to much hop applied, even with the hop all the way off.

When you tear it down, look to see if there are small plastic shims between the nubin and the hop-up rubber. If there are take them out (if more than one, take out one) and see if there is a difference.

Play around with it until it works consistently.
