Your mod may have the nozzle just forward enough to prevent the bb from loading. The sector clip ensures that the tappet is held back or "delayed" far/long enough to allow the bb to enter the chamber. It's not only for high speed setups. In fact, you should have one in every setup.
The last tooth of the sector would only affect the piston and not the feed problem.
All that is pulling the tappet plate back is a small arm about 1/16th of an inch. This can wear down the "fin" of the tappet preventing the nozzle from pulling back as far as it should. The wear can be very subtle so you may not necessarily see it.
