All of the delta rings that I have seen are clockwise threaded...+ve...righty-tighty.
Is it an AEG body? If so, try sticking a mechbox in the upper, depending on the fit it might take up the space and give you some more leverage to work with. But the high stress/thin part is right at the dust cover.
You could try a rubber strap wrench on the receiver...but it'll slip on all the curves/bumps.
Take a propane blowtorch to it and heat the collar....if that doesn't work cut it off with a dremel.
With the price and difficulty of getting some parts...I'd rather cut off a delta ring than crack an upper receiver.
