As it is and always will, evaulated on a case by case basis.
You could call your CFO and he'd say OK but he can't gaurantee what happens when the agents crack the box open, whatever decision they make they generally get backed up until you appeal and if it is in fact LEGAL than your OK, but its still a hassle not worth going through.
Like with the new agents we got at Mississauga they'd probably seize the shit straightup.
